Community Needs Assessment

The purpose of a needs assessment is to identify the gaps (“needs”), and learn why they exist, between the current state and desired state. A needs assessment is important because it helps an entity determine the gaps that are preventing it from reaching its desired goals. Knowing what is and is not working well is crucial for the entity to advancing its mission.

Logic Modeling for Program Development

Logic models are program planning tools that define the inputs, outputs, and outcomes of a program in order to explain the program design and demonstrate how specific program activities lead to desired results. Inputs include the resources, contributions, and investments that go into a program; outputs are the activities, services, events, and products that reach the program’s target audience; and outcomes are the results or changes due to the program’s intervention that are experienced by the target audience.

Organizational Strategic & Fund Development Planning

Strategic Planning:  A process in which the leaders of a nonprofit organization define their vision for the future and identify their organization's goals and objectives. This process articulates not only where an organization is going and the actions needed to make progress, but also the methodology to know if the plan is successful. A strategic plan typically spans three-to-five years.


Fund Development Planning:  Specifies what in-kind and financial resources (major gifts, events, grants, etc.) will be needed to meet organizational goals and objectives outlined in the strategic plan. A fund development plan includes periodic benchmarks to check if the agency is on track to meet its year-end fundraising goals. It also has backup fundraising strategies at each benchmark in case the agency misses a mark. 

Readiness Planning & Implementation

CCBHC Certification:  A Certified Community Behavioral Health Clinic (CCBHC) is a specially-designated clinic that provides a comprehensive range of mental health and substance use services. To become certified, organizations are required to demonstrate their readiness to operate as a CCBHC by meeting specific criteria for 6 core program requirements: 1) staffing; 2) availability and accessibility of services; 3) care coordination; 4) scope of services; 5) quality and other reporting; and 6) organizational authority, governance, and accreditation.


Chemical Dependency Facility Licensure:  A chemical dependency treatment facility may be any facility that offers treatment for persons with chemical dependency. Texas Health and Safety Code, Chapter 464, requires facilities providing chemical dependency treatment services to be licensed by the Health and Human Services Commission (HHSC). HHSC develops rules that establish minimum standards for chemical dependency treatment facility licensing procedures; for granting, denying, suspending and revoking a license; for licensing fees; and for operation and care.
